CHARLESTON — Dismantling toll booths would strain the financially strapped Division of Highways if it inherited maintenance costs of the West Virginia Turnpike, lawmakers were warned Wednesday. Engineer Marvin Murphy told the House Roads and Transportation Committee the DOH simply couldn’t afford to assume the 88-mile highway if it no longer exacted toll money from commuters. “We would not be ready to assume it at the level that it’s currently maintained,” he said, in response to a question by Delegate David Walker, D-Clay. His agency is finding the going tough as it is taking care of some 39,000 miles of roads within the purview of the DOH. No action was taken on a bill advanced by Delegate Marty Gearheart, R-Mercer, to drop the tolls before Feb. 1, 2020, once existing bonds are satisfied. The bill also would forbid the West Virginia Parkways Authority from floating any extra bonds. The committee, chaired by Delegate Margaret Staggers, D-Fayette, put off any decision on Gearheart’s bill until its next meeting. Walker wanted to know if removing the tolls would necessitate higher taxes to maintain the four-lane, Princeton-to-Charleston road, but Murphy said that question is best handled by Transportation Secretary Paul Mattox. Manager Greg Barr said the road shells out some $55 million annually for maintenance. Broken down, that translates into $15 million for routine maintenance, $30 million for paving and bridge painting, and $10 million for culvert work and bridge retrofitting. This year, he told the panel, the turnpike expects to take in about $78 million tolls. With the costs of oil and asphalt rising “astronomically” over the past 10 to 15 years, Barr said the turnpike anticipates a similar increase in the decade ahead. Which means annual upkeep would cost between $80 million and $100 million, the manager said. Gearheart and Delegate Rick Snuffer, R-Raleigh, faulted the concept of federal dollars returned to West Virginia for Interstate upkeep being spread to other parts of the state, excluding the turnpike. “It’s double taxation” for southern residents, Gearheart said. Snuffer agreed, saying, “We’re paying twice to drive the same road.” Gearheart reminded fellow panelists the tolls initially were collected Sept. 2, 1954, and over the years, have totaled some $1.6 billion. Originally, the construction estimate was $78 million, but Gearheart pointed out the upgrade to Interstate standards turned out to be $684 million, far above the original projection of $300 million. Barr said studies have shown about three-fourths of revenues come from the pockets of out-of-state motorists. Under the federal commerce clause, he emphasized, any discounts accorded to West Virginians must be extended to non-resident motorists as well. Tolls last went up in 2009, the first time since 1981, and with that increase, Barr said, a multi-faceted discount program has been inaugurated. For instance, a $2 toll plaza costs $1.30 with the discount program. West Virginia truckers using an E-ZPass get a 20 percent break, while out-of-staters enjoy 13 percent. Murphy acknowledged, when quizzed by Gearheart, that no other parts of West Virginia use tolls to either build or maintain highways. Barr told Gearheart that no studies have been conducted on if alternate routes are being used to avoid the turnpike since tolls increased.

Bruno Manser Fonds call for resignation of Malaysian High Commissioner to the UK (Feb 10, ’12)

Bruno Manser Fund calls for the resignation of the Malaysian High Commissioner to the UK over racist remarks

(LONDON, UK) The Bruno Manser Fund, a charitable organisation based in Switzerland, calls on the Malaysian High Commissioner to the United Kingdom, Zakaria Sulong, to resign over racist remarks against the Penan, an indigenous community in Sarawak. In an interview with the Borneo Post, a newspaper owned by the Sarawak timber conglomerate KTS group, the diplomat compared the Penan community’s struggle for their native rights to other “petty issues” like animals in zoos.

“What we do is collect reports on all the good and bad things written or said about the country and send them back to Malaysia”, the diplomat said about his work in the UK. “Issues range from politics to petty issues like animals in zoos and the Penans in Sarawak”, the Borneo Post writes in today’s online edition. The diplomat complained about NGO reports on the Malaysian government’s malpractices and singled out the Bruno Manser Fund (BMF) as “one of such NGOs actively involved in discrediting the Sarawak government in the UK”.

The Bruno Manser Fund is shocked by the racist tone of the Malaysian High Commissioner’s remarks. “How can this man claim to be representing Malaysia in the United Kingdom if he compares his own people to zoo animals?”, the Bruno Manser Fund wrote. “We are calling on the Malaysian Foreign Minister to replace Zakaria Sulong with immediate effect as he is obviously unfit for the post of High Commissioner to the UK.”

For three decades, the Penan, until recently South East Asia’s last nomadic hunter-gatherers, have peacefully struggled for their native rights and protested against the rampant destruction of the tropical forests of Malaysian Borneo. The Sarawak government under long-term Chief Minister Abdul Taib Mahmud have consistently refused to grant them any rights over their traditional lands. Even well-documented reports about wide-spread sexual abuse of Penan girls and women by loggers failed to have any legal consequences whatsoever.

Sarawak Chief Minister Abdul Taib Mahmud has systematically abused kickbacks from logging for his own personal benefit. Research by the Bruno Manser Fund has shown that the Taib family is holding stakes in more than 400 companies in 25 countries and offhsore destinations, worth several billion US dollars. In a letter to the Malaysian Attorney-General, BMF had called for Malaysian authorities to arrest and prosecute Taib for corruption, abuse of public office and other charges.

A successful landscape painter in oils, she was used to beginning her paintings on scene, “en plein air.’’ But she changed track one day in her home studio in Middleton and decided to paint from memory a floater’s-eye-view image of sky and water.

That painting, “Regression (or the Day I Didn’t Drown),’’ was quickly followed by more. Now they make up the bulk of her exhibition, “The Importance of Floating and Other Lessons,’’ which opens at the Firehouse Center for the Arts in Newburyport on Wednesday and runs through March 11.

The Good Harbor experience, she said, is “like this place that I can go back to, like a well, and just pull stuff out.’’

Told that the ripples at the center of “Regression’’ make it appear that she has, indeed, gone under, Dyment, who is 61, shrugged and smiled. “I was supported by the water,’’ she said, “but I felt like I was of the water.’’

Dyment grew up in Melrose. She and her friend, Mary Garden, then both 19, figured they could enjoy a warm Saturday at their favorite beach. Dyment brought along her 10-year-old sister, Beverly. Mary, who drove, brought her brother, Eddie, also 10. Eventually they left the kids to play on the sand and headed into the water.

Dyment soon felt the current pulling her away from shore. Remembering a safety lesson, she tried to swim parallel to it, but kept getting pulled away. She heard Mary getting pulled under, but what really scared her was when some “grown men’’ nearby began screaming for rescue as well.

“It seemed like an eternity,’’ she said, although she guesses she was in the water for a half-hour. “I went into a whole other place mentally.’’

The Art of the Muse

1329839410 81 The Art of the Muse

Though the artist himself might disagree, it would seem that Julian Schnabel has not been much concerned, in life, with the concept of negative space. As anyone who has ever met him, seen one of his paintings or visited one of his homes will tell you: He takes up all the space available, and more. But peel him away from the frame, and you find that what used to be the background has quieter and more intriguing virtues.

Olatz Schnabel, the Basque-born, Paris-raised former model who for over 17 years was Schnabel’s muse and wife, has dedicated a large portion of her life to throwing her husband into even greater relief. Almost as soon as she met him, she gave up her high-end, global, fun-based career (Olatz owned homes in Paris, San Sebastián, Bali and Ibiza) to curate shows for him in Mexico; to influence, inspire and translate. It’s fairly safe to say that “Before Night Falls,” the movie that won Javier Bardem an Oscar nomination, could not have come about without her. And she had as much to do with the design of the old West Village perfume factory that would later become the pink Venetian folly, the Palazzo Chupi, as Julian did.

But for the last two years (they have been apart for four), Olatz and her twin 18-year-old sons, Cy and Olmo, have lived in a new house on King Street in SoHo that is pared down and personal, the incarnation of a clean sweep. “I wanted to start from zero,” Olatz said when I met her there recently. She was pointing out a sturdy, ancient bathtub she’d brought with her from their old building, and the bath made her think how little there was in the King Street house that was imported from a previous life. An armoire from ABC Carpet and Home, an antique painted table from a nursery school; she couldn’t think of anything else. “I like to make a nice house, but if I had to leave everything tomorrow, it wouldn’t create any trauma for me,” she said.

The sentiment confirms how certain she is about her own taste, and how easily she can import it anywhere: Olatz has had her own line of luxurious linens and nuanced silk nightwear for nearly a decade, and she’s now starting an interior design company, Interiors by Olatz. Much of how she lived with Schnabel was projected through the spaces they inhabited — gigantic, extreme, wrought from wrecks as if by Zeus, whereas Olatz’s new house, with its pale blue or mint green walls, its curtains of raw linen cerise and its ornate carved wood accents, is light and crisp. “Yes, Julian’s taste could be more baroque than mine,” she agreed. “But it depends — my house here is pretty simple, but it’s because that’s what the space tells me what to do.”

The place reminds her, she said, of being in the French countryside or in Paris. But the truth is, it’s a more intricate hybrid than that. Much has been rescued: wood paneling thrown out by Cooper Union has been given a new lease on life behind Cy’s bed. There is a blue and gold carved 18th-century French door frame in the living room, and the kitchen tabletop is made out of marble from the old terrace behind the Museum of Modern Art. (It’s easy to imagine Olatz traveling the world and asking, of improbably monumental objects: “Are you done with that?”) The place feels much like her nearby namesake store: clean and a little colonial, as if you’d dreamed you’d been to Havana or New Orleans, and come back refreshed.

But as she took me around the house, more striking than the formally elegant arrangements were her kooky adaptations. A large framed Polaroid portrait taken by Schnabel of their sons when they were small had some black paint on the glass: one of the boys had been photographed naked, and because this made him uncomfortable she had painted on some trompe l’oeil trunks, without damaging the artwork. Downstairs in the kitchen, a bench had been placed in front of one of Schnabel’s plate paintings (worth a small fortune) because the dog, Frankie, tends to get hurt when he goes past it. Small Mexican ex-voto paintings of the kind adored by Frida Kahlo decorate the walls above the countertops. Olatz, it turns out, had painted them herself, complete with dramatic accidents and grammatical errors in keeping with the genre.

Way down in the basement, Olmo was recovering from a night spent invaded by friends — his is the party room, kitted out for a video game-fest at any moment. “Estás muerto?” Olatz asked him, laughing as he collapsed melodramatically on his bed. “What time did you go to sleep?”

I was looking at a portrait of Cy painted by his father, and Olatz came over and shook her head. “Julian has to come over here and fix that,” she said. “It makes Cy look like a transvestite. Every time I see Julian I forget to tell him.”

The phone rang just then. It was Julian calling from Hawaii. The waves, he said, were huge.

Four years ago, when Julian Schnabel had fallen in love with the Palestinian writer Rula Jebreal, started working with her on a movie and installed her, according to the tabloids, in the Palazzo Chupi a floor away from Olatz and their children, it did not seem as though Schnabel and his wife would be claiming to be best friends shortly afterward. But to hear Olatz tell it, that’s what happened.

“Of course when you split up with somebody, at the beginning it’s kind of shocking,” she explained, “but I think it was only shocking like for a month. Then we became really good friends. We respect each other. We like each other. We talk every day.”

The matter of who got what in the process of separation is evidently too nebulous to address. There are large-scale paintings by Schnabel on almost every wall of Olatz’s house — including the famous “Olatz” series, on which he painted her name, Cy Twombly-like, before they were together. (“It was some kind of love letter,” she shrugged as she walked past them down the stairs.) But when asked about the divorce, Olatz frowned almost imperceptibly, as if she’d just remembered something she’d left in the oven. “I don’t even know if we are divorced yet,” she said. “I should call my lawyer.” The note-to-self was brilliantly casual: Find out if still married to larger-than-life multimillionaire celebrity artist.

If you want to understand a little bit about Olatz’s left-field sensibilities, ask her about her hair. She will tell you that Julian used to cut it (“Sometimes it came out nice, sometimes it came out crazy”), and that now she cuts it herself, bypassing expensive hairdressers and simply snipping along her shoulder line. It should be said — in case this is so obvious it seems not to merit a mention — that Olatz is one of the top four and a half most beautiful women on earth, and it’s impossible not to warm to her over the hair detail. Because for all her natural refinement, there is in her a tiny, beguiling dose of the feral child.

She seems, at this moment, consumed with a spirit of adventure that comes very naturally. Born Olatz López Garmendia to a father whose revolutionary activities as a chemical engineering student forced the family into exile from Franco’s Spain, she has an older brother, Alejandro Garmendia, who is an artist. Her bookshelves are crammed with highbrow Latin American tomes — Octavio Paz, Guillermo Cabrera Infante (who was a friend) — and she is at work on a documentary about one of her favorite countries in the world: Cuba. So many of her friends are Cuban, she suggested, her house “is like the Cuban consulate.” When we met, she was about to leave for a month in Havana. “It’s all about freedom, for me,” she said. “Freedom to be yourself.”

“I put a lot of time and energy into Julian,” Olatz reflected, “and sometimes I forgot a little bit about me. You spend 17 years with someone, you learn a lot about yourself. I learned what I want to do and what I don’t want to do.” Though courteously shy of offering too much detail, Olatz ventured that she was “not missing the part that is involved with celebrity life. That’s why I’m happy now. Because I don’t have to do that. I’m very private, and I get bored of that.”

Asked whether she was in a relationship now, Olatz treated the matter as more or less rhetorical. “Yeah, I’m always in a relationship,” she said phlegmatically. “The longest I’ve ever spent not in a relationship is like, maybe three months — when I split up with Julian.” Nevertheless, she has no intention of devoting herself so fully to another person for some time.

“At the moment,” she said dryly, “I’m into long-distance relationships.”

I place the water container(s) to the rear of the painting area but within easy reach. 7) Think twice about mixing your own color with paint you have at home unless you are absolutely positive youe going to have enough paint to do the entire job. I am blown away by this. It has the capacity to protect the painted surface from natural elements such as water, sun and wind but the extent of this protection is dependent on the kind of enamel paint used. Make sure that you are absolutely clear about what the expectations are for the curb painting and explain it to your customers. The ferrule will greater than doubtless change into free and the hairs will most likely shed. If this dirt is not removed, it will leave obvious marks on the car surface when the paint dries up. Thangka, a new Tibetan art, became popular among travelling monks because of its ease in storage and transport from monastery to monastery. For the common person, a painting of this type may seem meaningless.

Wearside Echoes: Art brings Sunderland history alive

A NEW exhibition tracing the history of Sunderland Museum’s eclectic art collection has just opened. Today we take a look.

IT has been 162 years since leaders of Sunderland Corporation offered artist Mark Thompson 30 guineas to paint the opening of the South Dock.

His work, a colourful crowd scene full of excitement and celebration, was to become the first picture in what is now an eclectic collection of fine art held by Sunderland Museum.

And for Wearsiders who head for the new Art for Sunderland display at the museum over the next few months, it will also be one of the first paintings they see.

“The exhibition traces the history of the collection, from its Victorian origins to the present day,” said Sunderland Museum and Winter Garden’s curator for art Shauna Gregg.

“The art collection that belongs to Sunderland has developed in many different ways: some pieces were bought by the old museum, but many were gifts and bequests.

“You can see how the acquisitions from different eras reflect the changing tastes and attitudes that people have towards art. We’re very lucky to have such a mix of style and periods.”

With artwork from artistic heavyweights such as LS Lowry, Elizabeth McGill and Ralph Hedley, as well as Katya Filmus, the new display spans 160 years of artistic taste and changing fashions.

There is also plenty of history to be gleaned from the artwork on show too, including a marvellous scene featuring horse racing at Tunstall Hope, painted by an unknown artist in the 1830s.

“This exhibition will give our visitors the chance to see some old favourites alongside some new and modern pieces,” said Jo Cunningham, manager of Sunderland Museums.

It was back in 1846 when Sunderland Corporation established the town’s first museum at the Athenaeum in Fawcett Street – the first public museum funded by a local authority outside London.

But when the museum displayed its first paintings in 1880, visitors were charged a 6d entrance fee to the gallery – as well as an extra penny to leave an umbrella or walking stick at the door.

“In the rest of the museum entrance was free,” said Shauna. “But the money was used wisely, to buy paintings, and the paintings they bought were mainly contemporary Victorian works.”

The collection grew quickly and, by 1898, the Corporation owned 104 pictures. A report on the state of the Art Gallery, written in 1906 was, however, scathing.

“It recommended that several paintings should be discarded, and others be exchanged for higher quality works. It also noted that most of the frames needed repairs,” said Shauna.

Despite these problems, the art gallery continued to be hugely popular and, in 1906, the entrance fee was finally abolished. The venue was decorated, and the paintings cleaned, in the same year.

Just two years later, in 1908, the gallery received the largest bequest in its history. A total of 31 paintings were left by John Dickinson, head of a marine engineering firm, to the museum.

“Many local authority art galleries were founded by wealthy benefactors, who gave collections of paintings or money. But Sunderland’s wealthy industrialists did not follow this trend,” said Shauna.

The unusual bequest by Dickinson sparked, unsurprisingly, headlines in the local papers. But the gift was welcomed with opened arms by all, and reporters revealed: “All are handsomely framed, and landscapes predominate. The works are of first-class merit. They greatly enrich the gallery and form an addition of which the town has every reason to be proud.”

Wearside art lovers keen to see more paintings added to the museum’s collection were, however, to be left disappointed between 1904 and 1920, as no new pictures were purchased.

An appeal in 1920 raised £400 and four modern paintings were bought, but the depression, in addition to a lack of storage space, stopped collecting in the 1920s and 30s as well.

The year 1934 saw Sunderland School of Art move to Ashburne House at Backhouse Park – at the same time plans to knock down the Winter Gardens and extend the museum were proposed.

But the scheme was halted with the outbreak of war, and most of the museum’s most treasured paintings were removed for safety reasons and stored in Hexham. Langley Castle and Durham.

“The Winter Gardens were severely damaged by a parachute mine in 1941. On another night four bombs fell on the museum and four on the Winter Gardens,” said Shauna.

“After the war ended, the Sunderland Echo marked the return of the paintings with the headline ‘Former Favourites return from Evacuation.”

The much-missed pictures were finally put back on display in the late 1940s although, after being hung ‘in a single line,’ the number of images exhibited was ‘greatly reduced.’

But the 1950s saw lecturers at students at the Art School add to the collection and, in 1955, the Art Fund donated two oil paintings by the 18th century Italian artist Giovanni Paolo Panini.

Just four years later, in 1959, an ambitious scheme of museum alterations was approved and, following a £254,000 revamp, it became one of the largest municipal museums in the country.

“The Art Gallery, which had remained unaltered since 1879, was given a complete fit out,” said Shauna. “The staff increased from two to six to handle the extra enquiries and exhibitions.”

The new building was opened by the Queen Mother in 1964 and, later in the decade, a collecting policy for art was developed to target local scenes and work by contemporary artists.

“The Museum bought its first L.S. Lowry oil painting, The River Wear at Sunderland, in 1963,” said Shauna. “Lowry made Sunderland a second home for himself towards the end of his life.

“He loved exploring the region, enjoying the sea and countryside, as well as the industrial towns. He painted and drew many of the places, and had a keen eye for unusual people and buildings.”

Lowry’s connections with the museum actually dated back to 1942, when an exhibition featuring “Industrial Street Scenes etc” by Laurence S Lowry, RBA was held here.

Two decades later, in 1966, the major Arts Council exhibition entitled L S Lowry opened in Sunderland, before going on a successful national tour.

“Lowry often visited the museum in the 1960s, and liked to see its drawings by the Pre-Raphaelite artist Rossetti,” said Shauna.

The past four decades have seen several key paintings added to the collection, extensive art conservation work carried out and a major overhaul of the museum and Winter Gardens.

“Access, in its widest sense, became increasingly important in the 1990s,” said Shauna. “Large print labels, better seating, disabled access and sound guides were some of the measures introduced.

“Following a major rebuild, the museum then re-opened in 2001. The new art gallery highlighted works by Lowry, including three newly acquired oil paintings.”

Today the museum’s collection of artwork includes just under 500 paintings, the most recent of which being Elizabeth McGill’s Rooks – which was bought in 2011.

“There is still a focus on works of strong local interest, but today’s acquisitions also reflect cultural diversity, social issues and under-represented sections of society,” said Shauna.

“Sunderland Corporation’s aim in 1846 to provide a museum ’for the instruction and amusement of the inhabitants of the borough’ is still true today. Last year the museum received 340,156 visitors.”

The Art for Sunderland exhibition will run until June 5. Admission is free.

Painting may be very impractical. However, the mark of true professionals is the fact they will correct those blemishes. The Traditional Portrait Painting: Going back in time before cameras were invented, one may hire an artist to paint a portrait as a gift for birthdays, weddings, anniversaries, or even special occasions. Step #2: If you are working on an unfinished piece of furniture, then paint a coat of latex primer first on it. Originally it had been a family portrait idea ?to have a painting made from a photo taken of the entire family ?siblings and step siblings, children and grandchildren, nieces and nephews, but the idea had grown bigger than I could manage, so I had decided to simplify with a wedding portrait of my grandmother and their grandfather together on their wedding day, shrunken and wrinkled, old even then, 25 years ago, but happy, deliriously happy. 2. Dangerously cold temperatures can also hurt your painting, in time, the proper and most recommended temperatures for your painting should not be below 65 degrees or higher then 75 degrees. There are numerous well-known companies which provide commercial painting service for offices, hotels and restaurants at affordable prices. Who are you trying to tell all about this thought that deals with watercolors for sale in an unique way? Painter needs to be of good quality while this has taken me a couple of decades but that can be done. You will also need something to cover your shrubs and sidewalks so you will need some tarps or dropcloths. It also appears all above common culture.
